My elected experience as a Treasurer has prepared me for this role. Managing the County treasury is a huge responsibility and should be trusted only to someone with years of experience and qualifications.
I also offer extensive experience in elections including several elections in Douglas County and election integrity is a priority for me. You need training and experience to make that happen and I will bring that to the position.
I have years of experience leading and guiding teams, mentoring as well as providing training and support to staff.
I believe the most valuable asset the county has is its employees and I will value them as such.
I started my public service career in 2006 as Deputy Treasurer in Alturas, California.
I was sworn in as City Treasurer in November of 2011 where I oversaw the city budgets, investments and all facets of the Treasurer’s office.
I was re-elected and maintained the position until relocating with my family to Douglas County in 2016.
I brought my City Treasurer experience to Douglas County in 2016 and accepted a position as an accountant for the finance department. Two years later I was promoted to an Administrative Services Manager position at Public Works.
I supervise the staff and oversee the day-to-day operations.
Overseeing the utility billing for over four thousand customers, and helping maintain the department budgets and capital projects are some of the great things we do.
I served as lead project manager and department liaison over a multitude of technology-related projects, including implementation of e-billing and reoccurring credit card payments for customers, along with being the department’s website administrator.

From the first time I met Heather, I recognized her strong financial acumen, her business savvy and her unwavering commitment to customer service excellence. Heather has been and continues to be that public servant that many Douglas County directors wish they had working in their departments. Heather understands the importance of government transparency and strongly implements these ideals in all she does.
Heather brings to the position years of experience as a city treasurer and administrative manager responsibly managing staff, budgets, investments and projects. Douglas County deserves a Clerk-Treasurer that has the knowledge, skills, experience and desire to meaningfully engage with and earn the trust of our community.
